I have a device that lives quite happily between around 11vdc to around 13.9vdc and then promptly stops working above that number. Problem is most charging systems are above 14vdc. It uses milliamps at best so I'm looking for the easiest way to drop a volt.

A couple of diodes in series will give you between 1 and 1.5 volt drop.
