Plastic cap on tach drive?

Sorry if duplicate, I sent this yesterday but nothing went through..
 
I’ve seen a few flying with the plastic cap that comes installed on what I believe is the Russian tachometer drive gear housing – left side just in front of the air distributor (some have vacuum pumps installed here).  Is this okay?  Is it better to cap it off somehow with something else?

Do these screw on just like the plastic caps or it seems I have seen some with just a flat plate?
