Sorry all,

  

   The picture did not turn out on the site.

  

   I used a 20,000 mfd 30V capacitor to stop the strobe noise.

 Wire it so that   the 12v line from the regulator to the + on the  capacitor, ground to - .

  

 I used a capacitor from Radio shack and it wasn't exact, but it works well.  A good $5 fix.
