I recently purchased a copy of TurboCAD Deluxe 14 from academicsuperstore.com for $70 (including shipping). This price seemed like a really good deal as it retails for $149.
Here's the catch... You have to have a student in your household to qualify.

You can get it on ebay for less than $20.00. I got mine for less than $20
including shipping. Brand new in a sealed box with the book. It didn't
come with very many useful symbols though. I had to purchase those
separately for an additional $30.00

You can't find v14 on eBay for anywhere near $20. The lowest I found was $80 + shipping (or up for bids). Good comment about the extra symbols needed though. Sort of like buying a car and then finding out it needs tires to be able to drive.

I think V14 is the latest release, and availability will vary from time to
time on Ebay. I just checked my buying history, I paid 99cents plus $5.75
shipping for a total of $6.74 for brand new TurboCad Designer 14. Previous
to that I won a version 11 for $13 plus shipping but was refunded because
they didn't actually have it in stock. I just looked now and you're right
there's none in this price range now, but keep looking, it can happen.
I'm not sure the versions change much from year to year and Bob had
mentioned that anything above a version 7-8-9 (I don't remember which) will
work fine for our purposes.
Keep looking.

If one is primarily interested in opening, editing, saving
and printing AeroElectric Connection .dwg files, then
any version 7 or later will work. The last V7 I purchased
of Ebay was $10 plus postage. Obviously, if one needs the
more advanced features of a later version, the $higher$
editions are indicated.

Davinci Technologies has a product called Airplane PDQ $99 that is
built on Intellicad, it is ACAD compatible, you may want to take a look.
This quote is from their website "AirplanePDQ is a
conceptual/preliminary design tool for light homebuilt and general
aviation aircraft."
I use it to translate newer ACAD files to the R14 version that I use.
