What kind of primer do you recommend for painted surfaces? Does the
surface need to be scuffed?

DuPont™ Variprime® 615S™/625S™ Self-Etching Primer is what I use.
Many times I just wipe down the surface with alcohol or Lacquer thinner and apply with a brush. It is expensive but it sticks real good.
