I balance my tires on the plane and it works great. Here is how I do it.
Obviously it is easiest to do with a new tire and tube and at the annual
condition inspection.
1) Go to the truck tire store and get some large tire patches. Get the
patches that are about 3"x5". Also get a can of cement. The tire patch that
size weighs about 4 oz. You can also see if you can find rubber tire weights
called balance pads made by the patch rubber company

want to buy a case of them.
2) Take off the wheel and clean and dry the bearings.
3) Reassemble the wheel onto the plane without the metal parts that rub on
the felt seals. Tighten the axle nut just slightly. Since the bearings have
no grease in them at this point, and no felt seals are rubbing, the wheel
will easily turn until the heavy side is down. In my experience the valve
stem is always the heavy side.
4) Take the rubber patch or balance pad and tape it to the top of the wheel.
Spin the wheel gently and see if it stops randomly. You can trim the pad
with scissors and I found I could balance the tire on the plane to 1/4 oz
accuracy.
5) Once you have the tire balanced with the pad taped on, take a marker and
mark where the pad is on the tire and make an indicating mark on the tire
and on the rim so that you can get it all lined up later.
6) Take the wheel off the rim and remove the tube.
7) Scuff the rubber on the inside of the tire where the patch is going to
go.
 Apply the cement to the scuffed part of the tire and let dry.
9) Fold the patch and press it into place on the glue trying to not trap any
air
10) Powder the inside of the tire and tube (I'd use a new tube as they
stretch)with tire talc and reassemble making sure you line up the tire on
the rim with the marks you made before.
11) Inflate the tire to full pressure, deflate the tire completely to
unwrinkled the tube and re-inflate to normal pressure.
12) Grease bearings and reassemble wheel to airplane with all parts in the
proper location.
