I would not install the wings until they are completely riveted.
Without the top skins riveted in place, the wing can twist out of
shape and the twist can end up permanently set in if the skins are
riveted in place with out properly supporting the wing. Clecos don't
clamp tight enough to prevent the twist. The twist can be enough to
affect the roll trim condition of the airplane. At the very least,
the rib that the bell crank is attached to will be distorted by the
tension, making it hard to install the rivets in that rib. The wings
should be riveted together on your flat work surface supported by the
shim blocks as per plans in order to ensure that there is no
unintended twist in the final assembly. The control surfaces can be
left off until the wings are installed but the rest of the rivets
should be set.
