All this talk about replacing the old broken louver vents, but unless
I've missed it, nobody mentioned the solution I went with a couple of
years ago. I called Garner at Fletchair to see if they had any
replacements (the louvers in my plane had all broken and fallen out)
and he referred me to someplace else, I am pretty sure it was Aircraft
Spruce. They sell a kit with replacement louvers that are a perfect
replacement for the original ones in the AA-5B Tiger. You basically
pop the old louver frames out, stick the new ones in, and they are
secured with a couple of pop rivets, as I recall. They look and
perform just like new. (The ones I got were black with chrome-ish
accents, and they look quite nice to me.)

I like the new vent airbox that Brian Hausknecht described, but the
replacement louvers were an easy half-hour install and only cost $30
or so for the pair.

I am sure that Fletchair can point you in the direction of new louvers.

As for the legality, I think new louvers or vents fall under the
category of interior cosmetic repairs which don't require an A&P or an
STC or any paperwork besides perhaps a logbook entry. Replacing the
whole airbox might be more of a gray area, but I'll leave that answer
to someone that knows more than I do.
