My wife was out, so I snuck out to the plane and grabbed the dashboard. I gently blew into the lines, and found that the former owner had hooked the lines backwards! The static air line had been hooked to the pitot tube, and vice versa.

I think that thing is called an "instrument panel" in an airplane. Dashboard in an automobile.
