If you're building in a garage or other small space, I would recommend building your wings before the fuselage. The finished fuselage will take up a lot of space. The wings can be easily stored out of the way.
Flaps and ailerons would be a good next step.
This is just my humble opinion. Other folks may feel differently.

The wings are easier to build than the fuselage and, when completed, take up less storage space.

Tail, Wings, Fuselage is the build process I'm using. As the wings get finished I will have to store them somewhere to make room for the Fuselage/

Tails, wings, fuselage.
One reason for this is the build manual is sort of geared that way in that the fuselage section makes some assumptions about the knowledge you would have picked up building the wings. Also, you need the center spar to build the fuselage and it comes with the wing kit.

I built tail, then flaps/ailerons, then wings. Now on fuselage.
While waiting for component kits from Zenith, I worked on building my engine.
