You can probably do it by cutting the hole on the rear of the rudder where the fiberglass fairing bolts to. Through that hole you "should" be able to put a hole in the bottom rudder rib. From there all ya got to do is get a grommet in that dang hole <G>. Drilling the front hole is a non issue altho you will need to remove that  half round piece of trim thats on the front lower area. Let us know if you can pull this off.. I am sure others will be curious too.
