in a panel mount?"
"I put my fuse blocks on the horizontal channel that runs from the
firewall to the instrument panel. I figured I didn't need or want
access to the fuses in flight. Indeed, after a life time of driving
cars and flying planes I have never had a fuse failure or circuit
breaker trip."
"On the Van's RV-12 they just mounted the block behind the panel with a nice
trim piece:"
"I also went with fuse blocks. I put them on a horizontal panel that's
hinged to the bottom of the instrument panel, with two pull pins on the
other side so they can easily be dropped down for fuse replacement."
I also used the Buss fuse blocks. The primary consideration seems to be the requirements related to aircraft use. That is day VFR, vs. night VFR, vs. IFR. The question becomes when do the fuses need to be accessible to the pilot in flight? Clearly they are not accessible in my case. If you remember most certified aircraft have a bevy of fuses or breakers on the panel. I don't know about you, but I have never really used them in flight in my 600 hours or so. I also probably would not be the best engineer at debugging an electrical problem while trying to fly the plane too. So my approach is to put the fuses on the cabin side of the firewall right next to the forest of tabs ground block. Easy access for maintenance is through the removable top skin of the cowling. Although it too is controversial, I also have a separate avionics fuse block and switch which may or may not be needed. It is mounted on the wide center U channel between the panel and the firewall. For my purposes, I am providing redundant power sources in either battery backups or separate hand held devices in case I have an electrical problem. So I am planning to be able to continue normal flight regardless of any fuse giving up. That is the real purpose, isn't it? I have removed the Jabiru recommended 30 AMP fuse on the main power bus supply for this same reason. I plan on VFR night use of the aircraft, so FAR 91.205 comes into play indirectly since night use is probable as normally stated in the operating limitations. It seems I'm always late getting home! The drop down fuse block is another answer to the same question if room is available behind the panel.
These ideas are not original with me.

Jeff+All-
The primary consideration isn't IFR vs VFR, but where to put the blocks in a cosmetically acceptable, functionally accessible location. This question doesn't have to be overanylized.
Many thanks to the listers for their input so far-I have a number of possibilities but can't make a final decision until the blocks are delivered and I have some firm numbers re: mounting.
