I will find out when I start clecoing the skin on. But, is the second rib/stiffener supposed to be longer than the bottom rib?

I am going to guess that it is longer. As I recall that back seam has an aluminum fillet that is pro-sealed in between the skins. The lower frame accepts the fiberglass lower tail piece. I would suggest at this point that you place #6 nutplates on the tailpiece attach holes. You WILL have to remove this piece for maintainence - the screws are much easier to remove than a spinning pop rivet.

IIRC, it is..... If you look at the skin, you'll see how the rivet
lines merge toward the aft-edge.

The second rib from the bottom is angled down so they meet at the
lower-aft edge of the rudder.

That looks right from the picture. I don't remember specifically, but I
think some of the fiberglass may fill in that little space. compare it
to the plan pics again.

I am having trouble getting the bottom rib to lay flush against the skin. I clamped the rib to a straight edge when drilling the two pieces of the rib together. But, the flange on the spar is a good bit higher than the rib. I have tried using fluting pliers and other bending tools to get the two flanges even with each other. This would be on the right side.

Jake,

Check that your R-1010A Sheer Clip is oriented correctly. (That is short flange pointed up - not down). If any of the sheer clips are pointed down, it will cause the associated rib/skin holes to be misaligned.
