Mod 43 tailwheel extension BiD across cutout?

Hi, I am starting on Mod 43 and it apears from 'fig4 reinforcement layups' that area A selvage edge goes right across the access hole one has just cut.
Is this supposed to be cut to the hole shape or really go across it?

Doesn't help, but I have exactly the same question at the moment ! The layout sequence is not crystal clear.

Any tips/pictures about Mod43 welcome.
