Does anyone know if the old Creative Air LED nav lights are TSO'd? Or how to get in touch with Whiskey Victor company guy?

No, they're not TSO'd. There are several threads on VAF about Bill's
customer service. I think most of his headaches started when he couldn't
sustain the business full time and had to take another job. This was right
after the newer nav lights he was attempting to sell had major RF issues.
The older nav lights were Killacycle products,
http://www.killacycle.com/Lights.htm . I would deal directly with the
Killacycle folks if you want to build the kit version.

Thanks Bob,
I already have them installed as my plane is ready for inspection. The issue was brought up that in order to be legal for night VFR and IFR, the nav lights must be TSO'd or meet FAA standards. So I guess the better question is, do they meet FAA requirements? Looking at the link you sent, it seems they do.

Initial inspection and approval for Phase I will be for day VFR only,
and ops limits will have statement of the regs that have to be met in
order to fly night or IFR in Phase II. You only have to have Day VFR
equipment for Phase I.
So you don't need IFR static system approval, you don't need to meet
night lighting standards to get airworthiness certificate. If DAR
questions, I think you could just say you understand the requirements,
existing lights are just place holders for lighting you intend to
install in the future.
