During the initial look around I noticed the grounding straps were not installed. Once the cowling came off and I started going though things, I found them. One on each side. However, the paint on the engine mount wasn't removed. Good thing really.
ALSO, notice the primer line. It was installed backward. The fitting on the back where the input line goes was cocked over to the side. The input line is broken off. Once the primer line was turned around, things fit a lot better

A home made nose gear boot with a zipper down the back side.

Someone took the time to patch a hole in the heat muffler. BUT, they didn't remove the screw that was too long.

You talking about a separate fairing what would attach to the bottom of
the cowling via a flange and nutplates inside the cowling?
Yes. But, it won't need to come off.
