I've seen Kolb Firestars with aileron stops placed to prevent aileron movement beyond 15 degrees. What is the purpose of this device? Is this a safe idea?

I don't know a lot about aerodynamics,,,, but I would believe that beyond
that point the aileron would ace like a set of spoilers, and they could
stall and loose their ability, or their ability would be greatly reduced, to
create the desired results. if you can keep the air attached from the
wing to the aileron the effects would be greater, drag would increase as the
aileron travels beyond the point the air begins to separate.

In which case it would be better to relocate the lower aileron push rods closer to the pivot point as that will give you a lesser throw and also reduce the amount of pressure required to move the ailerons.
