Looking for some help on this one.
 
If you look at page 9-6 step 6 (empennage plans), the plans call for clecoing the tip rib assembly to the E-1022 shear clip and the e-1002 front spar and e-1001B bottom skin.  If I’m reading the plans correctly, E-913 is supposed to go in between the skin E-1001B and the flange of E-1002.  If this is the case, E-913 will catch only one hole of the flange of E-1002.  To me, this will cause the skin to have an uneven appearance to it on the bottom side and top side. 
 
On step 8 it shows the top side where the skin E-1001A is laid on top of the flange of E-1002 and on top of the counterbalance skin E-913.  It’s just not flat going from the flange of E-1002 to E-913.
 
Anyone else have this observation or remember how they handled this? 
 
I have taken several pictures of the area if I haven’t asked the question clearly enough.

The way I did it was to place the elevator skin over the counterbalance
skin. Yes it is not flat, and yes, it doesn't look very aerodynamic, but it
is a metal airplane. The only thing helpful that I can offer is to be sure
that your rib flanges are perpendicular to the rib webs so that the elevator
skins do not angle up at their intersection with the fiberglass tips.

Also there are two rivets on the top skin that tie elevator skin to
counterbalance skin with no rib or supporting structure behind it. On the
bottom of the elevator you use blind rivets. On the top, the plans call for
solids. It is really easy to dent the skin while riveting these solid
rivets on the top skin.
