That is a question for Matt Dralle, the list administrator for not stripping out the broken encoding from the list postings. (sigh)

It results when "MIME" encoded text is sent, not "plain text", and the conversion by the list processor script is incorrect or lacking.



Alternatively, you can ask those that post such messages to send their messages as PLAIN TEXT, even if this requires rooting around in the settings to find the option. 



You may have better results looking at the HTML version at the link in the opening of the digest.
