John, I also have a difference in the drain rates for my CH-701fuel tanks. The last time I drained my tanks to change the sump drains, I noticed the difference equalized at about the halfway point. Additionally, I have drained one tank completely and verified that I still had normal flow from the drain on the gascolator being supplied solely by the other. This was done on the ground so effect in the air might be somewhat different. I have noticed my tank levels do equalize on longer flights though.
I don't want to say that your intended modifications are unnecessary but would suggest you might want to confirm there is a legitimate concern before adding complexity to your fuel system.
