Thanks to all who provided input to help solve the problem. The problem was in the carburetor. After removing the Fuel Valve Cover on the lower rear right side of the carb, see figure 5, item 8 in the Carburetor maintenance manual for location and look at figure 3. items 16 &17 as to whats inside. The spring, jet and needle were covered with mineral deposits, blocking fuel flow and not allowing the spring to function properly. Also this is a low point in the carb and appears prone to collecting moisture. This aircraft had been sitting for some time prior to sale and the present owner is flying it regularly. Have included three photos.
