This is the final position of the oil filter . Thanks to all who contributed to my project. 
Please ignore the rudimentary bracket mounting its under review.

Bradly,
FYI, it is not recommended to use nylon or fiber locking nuts under the
cowl due to heat. I think the reason are obvious. You may want to
replace them with steel lock nuts.

Hi Dennis;

There is no prohibition as such for the use of TSO'D (AN365 or MS20365, etc)
nylon self locking nuts under the cowling. They are approved to a
temperature of 250 deg.F (120 deg.C) and certainly would not be used on
exhaust systems, too close to cylinders or other high temperature areas.
But there are many locations where they are quite acceptable. They are
approved for control rod end fittings that incorporate a bearing assembly
where the nut is tightened on the inner race. They are NOT approved in a
similar location where the bolt is the bearing.
