My M-14P can not reach 2950rpm for 2 month, sometime the high rotate speed was around 2840rpm, sometime around 2600rpm. Are there anybody ever had this problem? Or know how to fix this problem? Thank you.
BTW, the governor o-ring has problem, sometime oil leaked from control axes.

Assuming the blade angles have not been changed and no one has tried to adjust the position of the arm (other than maybe the high pitch stop) it sounds like your prop governor may be the problem.
If you replace the prop governor, the proper adjustment procedure is in the M14P maintenance manual. I've attached it for your convenience.

Thank you Dennis,
I did not changed propeller angles, and have removed the limit stop, but the problem was still there. I also wonder if the governor got problem, but I have no backup governor.

Yes, that is certainly possible since you said the governor on your engine was exhibiting a leak around the shaft. I'm sure you can purchase a governor from one of the parts suppliers. Maybe someone on the list has a used/serviceable governor they would like to sell?
