All,
If you are a formation pilot planning to fly in waivered airspace this year. Or a formation pilot who is not planning on it but may somehow find themselves in waivered airspace this year....
As announced at the 2015 ICAS Convention in December, the industry, meaning FAA, ICAS, FAST, FFI are moving ahead for 2016 with changes to non-aerobatic performances at airshows. They are defining these as standard maneuvering and dynamics maneuvering and they relate to both solo and formation performances. The guidance is still in draft form but according to the ICAS staff as recently as last week, these requirements will go into effect sometime during the 2016 show season.
Anyone wishing a copy of the draft guidance please drop me a note and I will forward it to you.

Here is an excerpt, but the guidance is much more thorough...it's the FAA.
Quote: | E. Non-Aerobatic Formation Flight. Each civil PIC who wishes to conduct non-aerobatic formation maneuvers in the air show demonstration area must meet the following:
1) Formation - Standard Maneuvering. Pilots performing maneuvers where the angle of pitch does not exceed 45 degrees, the angle of bank does not exceed 60 degrees, and the participating aircraft do not perform any maneuvers that qualify as dynamic maneuvering must:
Be in possession of an FAA recognized current and valid industry formation flying card;
Attend a briefing given by the flight leader of the proposed flight;
The briefing in subparagraph 1b) above must meet the requirements of the industry formation group that issued the formation flying card of the formation flight leader; and
The responsible person must provide the IIC a list of the pilots flying in the formation.
2) Formation – Dynamic Maneuvering. Maneuvers where the angle of pitch is greater than 45 degrees for any aircraft in the formation or the angle of bank is greater than 60 degrees but does not exceed 75 degrees for any aircraft in the formation, or the participating aircraft perform any maneuvers that qualify as Dynamic Maneuvering, must:
Possess a current and valid SAC card with a formation dynamic maneuvering endorsement or a SAC card with a formation aerobatics endorsement;
Attend a briefing given by the flight leader of the proposed flight;
c) The responsible person must provide the IIC a list of the pilots flying in the formation.
NOTE: Formation training will not be conducted during the airshow. |

Barry,
Did you hear the reasoning why the changes? The story I was told was
that two FFI aircraft swapped paint during an airshow. Apparently the air
boss was aware of the situation. Both aircraft were controllable and one of
the aircraft returned to its home base and the other held outside of the
waivered airspace and recovered eventually after their time slot. Now we
ALL get to jump through new hoops. Seems like the trendy thing to do.
Instead of violating the aircrew involved if there were any FAR's broken
(not sure if the Air Boss briefed midairs and emergencies like every air
show I've ever flown in and if his rules are something that can be
"violated"), we now have new rules for everyone else who played by the old
rules. I tend to be pretty critical of anyone who thinks their actions
don't trickle down to all of the rest of us whether it be with the FAA or
our insurance companies. This certainly one of those times that it just
isn't enough that no one was hurt. As an old LSO, I've never lost the
tendency to call 'em as I see 'em.

(at)markdavis: For sure the event in Alabama was a major impetus in getting this changed. The rules for non-aerobatic formation are only being tweaked, so I don't see this as being punitive on the entire community. In my opinion the tweaks are for the better.
The incident in Alabama is pure luck it didn't result in multiple fatalities. The events surrounding it further demonstrate a need for more concise guidance and the FAA, FAST, ICAS, etc. are reacting to that. It is an effort to ensure air show performances in the maintain their outstanding safety record and I applaud these organizations for their proactive approach to this important issue.
