The nanchang governor is probably the same..as they have been since 1929... sternmotor etc... basically rotate the governor shaft fully CW and the arm should be about in a position that has the ball joint
In line with the top of the governor unit .. then rotate it back about 60 degrees
And that should be about the high rpm limit. Another 60 degrees CCW and that should be the low rpm limit... I think!
