Flap Actuator valves could also be called "2-way" valves. It is the balance of spring pressure that normally seats the Actuator valve and air pressure from the aft Control Valve, when commanded by the PIC that overcomes that seating.
For retracting the Flap Up, a bungee cord also lends pulling force. Removal of the aft cockpit flap control function requires normally tight Actuator Valves. Perhaps those Actuator Valves could use some service as well.
