Good morning,
Not too long ago, I decided to look into why my own CJ6's pitot heat wasn't working at all.
There's a small but very helpful access panel, out behind the pitot mast on underside of the right wing, for servicing & inspections.
Turns out, someone (I strongly suspect in China?) had removed the pitot head heating element altogether, and just left the wiring loose in the pitot mast.
So I just secured the wiring, and - since I only fly my CJ in day VFR - that system inop until further notice.
If your wiring is disconnected and not properly capped/secured, there may be a very minor short that shows a weak electrical discharge?
If I recall correctly, the pitot heat cockpit switch is the type with an inherent circuit breaker/fuse in the switch itself.
Such heater elements are available, so one day after all the other gremlins are dealt with, I may re-install one.
Maybe these insights help... ?

For a -52 ... it could be the (parallel) chronometer heaters are causing the observed voltage change.
Key check is if the 'pitot heat on' warning light isn't illuminating then the pitot heater is open circuit.
Suggesting a heater element, or more likely a wiring connection, failure.
