slightly off-topic, ATC '32 volt DC' fuse: Why not 120V?

As the title says, why not? The old (flaky) glass fuses have always been used interchangeably across low voltage DC and common 120VAC circuits. Why the limitation on ATC style fuses? Is there a real, legit technical reason making them unsafe at 120V, or is it just 'we didn't test/certify, so we can't tell you it's ok'?
Assuming the fuseholderĀ is enclosed inside the chassis, where prying fingers can't inadvertently touch the fuse terminals, is there any reason from a safety or current rating standpoint to exclude its use?

I looked at a couple of glass fuses in my parts drawer. They are rated at 250
volts. I speculate that the voltage rating has to do with the distance between
the terminals. Glass fuses are an inch or more in length. The ATC and ATO
fuse terminals are a fraction of that apart. If the distance between fuse
terminals is not great enough, when the fuse blows, higher voltage can arc across
the terminals. Lawyers might also have something to to with the voltage rating. Smile
