I'm trying to get my Maintanance Manuals for my0 Yak-18 transcribed into English, the FAA won't sign the Plane off till there in0 English, has anyone had this Problem with the FAA. any Ideas.

I havn’t had any experience with the FAA and Yak-18 manuals, but I do have someone that can transcribe the manual from Russian to English if it comes to that.

Is this an experimental exhibition aircraft? If so you shouldn't need any manuals.

Actually, In experimental exhibition you need the manuals in order to sign the maintenance off. All work must be done IAW the original or approved modified maintenance manuals. I think you are referring to normal experimental catagory where maintenance manuals are not required only IAW FAR 43.13 APP D.

I almost hate to ask this then: when I (a non-A&P or anything else) work on my Exp Exhibition aircraft do I need the manuals to sign-off the maintenance? Or am I not permitted to work on the aircraft?

You are permitted to work on the aircraft but to only things listed in the FARs under preventative maintenance or under the supervision of a A&P. A pilot can make a log book entry about preventative maintenance performed only. An A&P still must sign off annuals (phase inspections) and Maintenance items.

This issue has been cussed and discussed for years on this0 list. To repeat, if you read FAR 43.1(b), it states " This part0 does not apply to any aircraft for which the FAA has issued an experimental0 certificate, unless the FAA has previously issued a different kind of0 airworthiness certificate for that aircraft. " Therefore, FAR 43 in its0 entirety does not apply to our aircraft. FAR 43 covers Maintenance,0 Preventive Maintenance, Rebuilding and Alterations. The only time you need0 an A&P (not an I.A.) is for the annual condition inspection0 sign-off. The Annual Condition Inspection IAW your Operating Limitations must meet the scope and detail of FAR 43 Appendix D.

I absolute agree with your reading of the FAR's0 concerning maintenance on an experimental aircraft.

As far as the insurance issue , I'm sure the0 companies have all of this built into the price structure.

Experimental aircraft are as reliable as the0 average spam can and may be better.

And I forgot to add, no A&P signature is required for any0 repairs made to the airplane. And A&P must sign the annual condition0 inspection certifying the airplane is in a condition for safe0 operation.

Actually, you don't need a maintenance program for0 a Yak in the experimental exhibition caategory. And there is no such0 thing as "normal" experimental category.

Experimentals don't have annual inspections, and0 I've never heard of a "phase" inspection. Of course I know what you meant,0 but the point is that you don't know. You seem to not know a0 great deal about experimental planes. For example, what is the point of0 having a maintenance manual? It was written by some godless communist0 that never heard of the FAA's requirements. The manuals were never been0 reviewed or approved by the FAA, so they have no legal standing. The0 pictures are handy of course, provided you don't0 have to pay $20 for them...

Actually I know quit a bit. I have been doing it professionally for 16 yrs. Just because one can buy a plane doesn't give that owner any special authority in the eyes of the feds. Those that truely want to know how this is viewed by the feds will find out. Those of you who don't care what they say..... Well it won't matter anyway. I have no love for the FAA. I think they are out of date and a hindrence to progress. But the discussion is about how they view experimental exhibition maintenance.

How many "annuals" have you done on experimentals0 in those 16 years? How many "phase" inspections on experimentals? If0 you've done any you're ahead of me- and everybody else.
