I am a "new" CJ-6a owner. The plane isn't new I am new at owning / soon to
be flying one.

The primer has two positions I will illustrate below

If it is the primer you're talking about, turn the knob until the little star lines up with a small screw toward the inside. This screw is part of the mounting bracket for the primer. Also you'll know the primer is closed and locked if you when you pull up on it, it WILL NOT come up.
If it is the wobble pump you're talking about, it does not matter where the handle is placed.

Not the wobble pump this is the primer. Under pilots right elbow
Pos #1 would be when it is turned counter clockwise and pos#2 would be when
it is turned clockwise.

Stephen;
The primer used in the C J is identical to the standard Russian primer used
in theYak, Sukhoi, etc. It is designed as a dual purpose hand fuel pump. The
center position is off - where it must be at all times when not in use.
One side is plumbed to the intake manifold for priming prior to start. The
other side is plumbed into the carburetor to act as an emergency fuel supply
in the event of failure of the engine driven fuel pump. This description
applies to all installations (that I know of) EXCEPT for the CJ.
The CJ has a separate emergency fuel wobble pump so does not require the
lower capacity primer pump. It has been modified for the CJ installation by
the addition of a bypass line so that both sides prime the manifold.
So use clockwise or c'clockwise to prime but be sure it is down and centered
when you are finished.
