One needs to approach automatic systems for
moving flight control surfaces with caution.
While relatively easy to do the desired task,
one needs to minimize if not eliminate risk
of inadvertent motion. The system should be
designed such that a failure which causes
motion to occur at the wrong time does not
precipitate a situation the pilot or the
airplane cannot be expected to handle.

So, the answer to your question is, "yes,
it's relatively easy to craft the automatic
flap positioning system." I've considered
offering such a device as a product from
aeroelectric.com

However, given that flaps are operated for
less than 1% of total flight time per flight
cycle, I've not convinced myself that the $time$
needed to craft the suitable system is cost
effective given that manual flap operation
does not represent a significant work load
item for operating an airplane. Therefore, this
is not going to become an offering from
my website and I don't recommend them as
a useful addition to the light aircraft.
