Hi Phil,
On the assumption that the W23 plates are indeed correctly located on the wings then I am afraid there is a problem with the 24mm and 5 mm dimensions.  They will most definitely need repositioning as otherwise there is a very significant weakness in the build.  The write up for mod 52 clearly states the requirement for these pins to be located correctly and defines limits.
If you are a UK builder under the LAA permit scheme then you will need to consult them for the correct course of action in this situation.  It is inconceivable that an inspector could have signed this off, unless of course I have got hold of entirely the wrong end of the stick.
If I have read you correctly then this means that the wing sockets on the fuse are also in the wrong place. 
If Mod 52 has been correctly signed off then you should find that a tie rod is fitted just aft of the fuel tank roughly level with the top of the fuel tank saddle, visible just aft of the  head rests. This rod should tie the two wing pins together via two pip pins. If this rod is not fitted then it needs fitting as per Mod 52. 
With the positioning of the pins that you mention it is hard to imagine how this rod could have been installed correctly.

I am almost at the pre-flight inspection stage of  my Classic Europa high top (kit No. 032) I purchased third hand. Having recently seen the Classic wing build manual I am concerned over the location of the rear wing pins.
While the W23 plates are correctly located the wing pins are 24mm above and 5mm rearward of the centre lines of the W23 plates. Mod 52 has been carried out and signed off.

While I think I know the answer to my first question I’m going to ask it anyway.
1) Do I have to relocate the pins to the centre of the W23 plates?
2) If I have to relocate the pins can I use the existing W23 plates. If I can I propose to “fill” the existing holes with the threaded portion of the old wing pins bonded in position with redux.
All suggestion will be appreciated.
