I have an attachment on my drill motor that handles that fairly well. It is
a device to help make truly vertical holes, it has a platform that sits on
flat surfaces. It can slide or be locked on to the two supporting rods.
<sigh> I should just go take a picture of it. Mostly I leave most of the
device off, except the piece behind the chuck that holds the rods. The top
of the platform, which is about 8" from the chuck, at the end of the rods,
has 'V' blocks made in. Oh, forget it, I'll take a picture. The V-blocks
(cast in) hold tubular objects, the drill motor slides vertically down to
the work piece, held in alignment by the rods, the drill is held at right
angle to the work piece. Bought it about 35 years ago. Works like a charm
for many things. I learned 45 years ago that it is hard to hold a drill
truly normal (vertical) to a flat surface, while building the 747 in N. Long
Beach.

if you go to harbor freight... look for a center punch that is pressure
actuated..... when you push on it it builds up tension and then goes "snap"
an internal hammer gets released and hits the back of the point and makes a
perfect starting divot for a drill. if you "snap" it a few times the dent
will be large enough that the drill wont slip out, providing you have a good
drill bit. or start with a very small drill then work up to the size you
need. because you are working aluminum and not steel... try and find one
that has a less stiff spring,,, you don’t want to bend the tubing when it
goes snap.... or hopefully you can get something to back up the tubing so
there is no possibility of bending it. best to try it on some scraps to
test the results before moving to the plane.... if you can find a sheet
metal fabricating shop,,, stop by and see if they have a 1/8th inch drill
bit that has a double grind on the tip,,, and that is probably not the best
description... they have a very sharp point due to the extra grinding on
the tip and have less tendency to move around when you start a hole,
especially when they have a center punched hole to start in. some of these
drill bits have been ground on both ends, and you get 2 cutting points in
one bit.
