Why not just put in a 12v socket and purchase a plug in car charger from a retailer?

Because some are very noisy, and some don't charge ipads.
There was some interest in such a device here a few weeks/months ago.

I have a griffin charger that will charge my iPad and my phone simultaneously.

Hasn't caused any noise in any certified aircraft that I have flown.
