I stopped by Dresser tire and dropped off some tires to be recapped. While there I specifically brought up the issue of retreading the Russian 500-150 tires.

The salesman went to the supervisor and returned with a reply that they WILL recap the Russian tires. They do inspect them for defects, just like any other tire they might potentially recap, and claim they noticed a higher reject rate for the Russian Vs Chinese carcasses.

They have a data sheet on their website that shows the inspection for non qualifying tires- maybe a good thing to do before sending in your tires.
