VMS 10-11 Primer?

I happened by someone servicing a float today ( big Edo type for an Otter or Caravan ) up at Kenmore Air and ask what primer he was using.

He told me it was called VMS 10-11 and that it was stronger than Zinc Chromate. A quick Google search revealed nothing useful.

Does anyone here know anything about it or know a source for it?

It's BMS 10-11. (Boeing Material Specification). PPG is one source.
