Hi Bob,
This is a good question to discuss with your FAA inspector or DAR too. The guy who does inspections around here gave a 5 hour phase I test period to a Kitfox with a Rotax 582. He was aware that that particular engine and propeller combination had been used before and the Airworthiness Certificate given was E-LSA.
Apparently the question of certification for the engine is not the real issue. After all, the engine becomes uncertified the moment it is installed in an experimental plane.
