All,

I0 submitted for ops limits when I got my Yak in January. I still don't have0 them and the Van Nuys FSDO just got back to me in that last week after months of0 pestering with an unruly list of things they need. First they want an0 application for an airworthiness certificate. The airplane already has an0 airworthiness certificate. They want me to give them a map depicting all0 of the local densely populated areas. They want copies of my Phase 10 paperwork. They want copies of my W&B paperwork. When I started0 this all they asked for was a copy of the old ops limits and a request for new0 ones. I don't think they are handling this situation correctly. Can0 anyone shed some light/experiences.

FAA order 8130.2F has a section on amended0 airworthiness certificates. Print out Chapter 1, section 2, page 18 &0 19 of (change 2, dated 8/9/06) , get all of the things it requires and take0 those papers and the order to the office for a sit down. Firmly and0 politely explain to this that is what is required for an amended airworthiness0 certificate.

You are required to submit a new 8130-6,0 application for airworthiness certificate. Note paragraph (6). On0 the congested area issue, ask to see the FAA's legal definition of "congested0 area". There is none, and absent one tell them that it isn't possible for0 you provide that, and it isn't required anyway.

Did0 anyone have to define a densely populated area by sending in map with those0 areas defined?

I have not. Do have to have a map with 300 nm scribed on it with all the documents we have to carry in the cockpit.

I am not familiar with nor have I been asked to define a0 densely populated area on a map before. Usually the inspector marks the0 densely populated areas on a map for you and marks out the departure and arrival0 routes to your home base airport. You may want to do what Ron Davis0 suggested and that is to ask the inspector for the FAA's definition of "densely0 populated area" and could he possibly help you define these areas?

The only thing that I have been able to find with regard to0 defining a densely populated area which is rather obscure is in0 8700.1;
http://www.faa.gov/library/manuals/examiners_inspectors/8700/volume2/media/2_102_00.pdf. 0 I think what the inspector is actually asking you to do is to show him the0 densely populated area and what your departure and arrival routes through or0 around those densely populated areas to and from your home base0 airport.
