Personally.... I would not worry about it. In fact my aircraft behaves pretty much the same. There are going to be a lot of airplanes out there where the prop settings in the hub and the govenor stop settings are a tad different from plane to plane or engine to engine so each owner will experience slightly different results. I am more concerned about the upper limit, and that in a dive it does not exceed maximum RPM and that in the middle everything works as it should... but at the full lower stop, with power applied to the engine, and then pointing the nose down... heck, you just run out of prop movement and there is nothing else that can happen EXCEPT for RPM to go up, unless you have full feather, and we do not.

'87 Yak-52, standard M-14P and V530 prop, ~ 970 TT.
Level flight, solo, at 6500' MSL, 610mm and WOT, pull prop level fully aft and prop speed dropped to 66% but would not decrease further. Stabilized at 227 kph IAS, ~ 135 KTAS (not bad) - fuel flow seemed low in that it took a 'longer than normal' time to show a drop on the gages.
In level flight prop speed was governing at 66% but on a slightly aggressive descent up to 300 kph prop sped up like a fixed pitch prop would, to as much as 80%.
Increasing for 70% and up prop speed acted normally and would keep selected speed basically regardless of attitude or airspeed fluctuations.
Oil temp did get cool, bottom of green/top of yellow with cooler flap basically closed, CHT's were low green.
I would expect to be able to get down to ~60% in flight. Preflight check in the runup from 70% to 52-54% works fine/reacts normally.
Ideas? Or much ado about nothing?

I had a similar experience in the Yak 50 with V530 John.
I was told it is a known issue with original 2 bladed props; as speed comes up so does RPM. I can't remember what my maximum speed attained in a dive before bumping up against the 82% max continuous limit but it was significantly under the Vne.
