The black, insulated wire is USUALLY a power/signal
ground having significance with the operations of
the device. A bare wire has to be a shield ground
for the harness. Do an ohmmeter check to see if
the bare wire has continuity at the encoder end.
If so, then leave it unconnected at the transponder
end. OTHERWISE, connect it to the same ground
as the black insulated wire at the transponder
end.
