Mark,It is the "normal" split lock ring type of wheel.

I'm sorry Doug my fault.  By a side view, I meant where the axle goes through.  I can tell it is a Russian wheel, but the way it comes apart tells me a lot too, and if it is the design I am familiar with, I'll know by looking at the side view showing the axle hole.
