A typical pre-oiler injects oil under pressure into the normal oil distribution system. It does not require drilling of holes into cylinders or valve covers. Some such systems use a reservoir that is actually pressurized by the engine oil pump. On the next start, that oil is injected back into engine main pressure feed before rotation. It can also be used to normalize pressure until certain situations.
One thing to keep in mind, Hal Baker is a Retired Marine Pilot, Retired Airline Pilot, and an A&P with decades of experience on round engines.
