Finally with wind stopped, so I turned on the engine heater (warm air fan) and tried to fly after 20-minutes or so...temps were around 25-30 F
Engine turned over strongly but refused to start. I gave up. Then remembered vaguely that a few years earlier this happened also , so I used a timer to turn on the heater at 6 AM and this morning pulled the plane out and hit the starter. The temps were about the same as yesterday. The engine fired on the first blade over and ran well.
I suspect the engine had 'cold-soaked' after sitting some time without being used.
While the engine turned over yesterday it perhaps did not hit that magic speed of 200rpm (rate, not actual spinning speed) needed for the ignition to fire.
