I think the thing is that most governing bodies determine that ANY 'pressure body' requires hydrostatic test regardless of material or substance in the body... makes sense to me...

I can only quote the mfg.  But that being said I learned a long time ago that what might makes sense to me is often not the case with the various regulatory agencies.

Guys, I believe it is an ICC (interstate commerce commission?) rule for any pressure vessel. I believe there are other possible causes of failure besides corrosion. (Stress related due to many times filling and emptying the vessel comes to mind).

DOT regulates pressure vessels use and certification. DOT standard # is written on each and every tank used by scuba divers, firefighters, airlines, etc. Penalties are specified as well. instead of pointless discussion "who thinks what " about hydrotesting - just read CFR
