Justin,The heating element is located within the first 4 inches of the pitot, I doubt anyone removed it as it is integral to the pitot. If you have a 4 inch chrome pitot on the tip of the mast/tube then you have the heated pitot complete. Rather it works or not that's a different issue.

If I recall correctly, the pitot heat cockpit switch is the type with an inherent circuit breaker/fuse in the switch itself.
Such heater elements are available, so one day after all the other gremlins are dealt with, I may re-install one.
