Not knowing what or how the bad mag was tested, is there any chance it's could be the coil on the mag or perhaps the spring that pushes on the contact button at the center of mag? Just thinking out loud.

I've just had mag failure (number 1) and have managed to source a replacement if
necessary. I haven't had chance to diagnose yet so it may just be a short but
if it does require replacement, are Huosai mags handed? As in are mag 1 and
mag 2 the same or different? The answer determines the next steps.

Mags are interchangeable left to right/right to left.
Check the high voltage stick for arcing On the sides. This will cause the mag to
become inop. Do this b4 you replace the entire mag.

Also make sure the points are opening and closing. If the points dont open, the
mag will be dead.

Oops, I said spring pushing on the contact button on the MAG. That's actually located at the center of distributor cap. My Bad. The contact button should move freely to provide constant pressure on the rotor that is on the MAG. Dang I wish I knew what I was talking about sometimes!
