Hello Jim,
Of course you're referring to what Americans normally call the "shower of sparks", and indeed we call "booster coil". It would seem there is a problem with it – but to be honest I'm not an expert in the details of its operation. I would contact Dennis Savarese who really is an expert and very helpful.

The best way to confirm whether or not the mag is getting the required spark to start the engine is to remove the starting coil wire from the mag cap. Then have someone hold the wire with a pair of insulated pliers about 3/8” to 1/2” away from a metal surface on the engine (ground). Then in the cockpit with the main air off, squeeze the brake handle until you can no longer hear the “woosh” sound when you release the brake handle. Doing this will prevent the engine from rotating when you press the start button in the next step. Next, turn on the battery and ignition. Now press the start button. The person holding the starting coil wire should see a continuous spark jumping from the tip of the wire to ground. If the wire has to be moved very close to ground to see the spark jump, then the starting coil is not functioning properly. Try cleaning the points with a point file. You can adjust the point gap with the little thump wheel until you see the biggest spark jumping to ground.

Great advice Dennis!
For the technically minded, this device is pretty much exactly what you would find on a Model T Ford. It is an “Autotransformer” and as such only works with Alternating Current and not DC. Enter the buzzer. A buzzer works by applying DC voltage to a solenoid which actually is an electromagnet. When the magnet gets energized it pulls down a piece of metal that then contacts another piece of metal. Which is called a relay.
This relay is wired so that when the coil (solenoid) is powered, as soon as the relay arm moves, it REMOVES the power from the coil. So the relay de-energizes, which once more closes some relay contacts which once more energizes the coil. So this back and force cycle repeats rapidly! And the sound it makes is …. BZZZZZZZZZZZZZZZ!
But more interesting is that another relay contact is wired to the transformer primary. As the relay points open and close rapidly, it creates a SQUARE WAVE which is AC energy! The transformer steps this voltage up to about 20,000 volts or so. This is enough to create a spark and is what gets sent to the mag and then through the rotor to the plugs.
The adjustment Dennis mentions adjusts how far apart the relay contacts are, thus it changes the timing of the buzzer. Too small a gap and it goes too fast and saturates the transformer and you get less spark. Too wide and it slows down so much that it might not light off a spark plug.
There is a Russian recommended gap setting, but I have forgotten what it is. Adjusting for maximum spark as Dennis recommends is just as good a method!
