I just had the inspector here and he wants a spec on the range of movement for the elevator trim tab. Could you please let me know if you have that info or recorded the range that you have

I have never seen a specified range for the trim tab travel. Keep in mind that if you followed the plans for the trim tab size, they tend to be way under what is needed. Most people end up extending the trim tab.
Since control surfaces tend to be fairly effective and linear to about 25 to 30 degrees, this is what I would try.
