John,

If your A&P has the authority to do it himself, he can sign it off if you do
it. You'll just have to make sure he is satisfied with your plan and
execution before expecting him to sign it off. He will have to inspect the
work to make sure he'd be satisfied.

You don't need an A&P to DO anything on the airplane, only to sign it off as
airworthy.
