Hi Ron,
I completely understood, but many might think these cables have stretch,
where in fact, the cable weight is what's at play here. The concerns for
flutter are
based on the cable weight becoming harmonic and somehow combining to
start a bigger vibration. If this were the case, it would be better to
put guides
at a couple of places along the cable length to support the cable and
then the harmonics of low tension cables would not be possible.

F.Y.I. - The breaking strength of 1/8" 7x19 galvanized aircraft cable is 2,000 pounds. We are putting a max of 40 pounds on it. It doesn't sound like we are overstressing it much, with a safety factor of 50, now does it? I'm guessing that the weak link is the nicopress sleeves WE install. If any testing is to be done, it probably should be on a made up cable with both ends complete.

Jay, I think your remark "We are putting a max of 40 pounds on it." could be misleading. The max force the control cables will see depends on the force the pilot puts on the joy stick. The force on the control surfaces at max deflection times the mechanical advantage for the system would normally be the max cable force but when the controls have a stop then the pilot becomes the limiting force, again you have to use the system mechanical advantage. Maybe I am misleading. OK, say we put 80 pounds on it. A safety factor of 25. Or if you are up to it, 100 pounds. Still a safety factor of 20. Most engineering applications work with a safety factor of 2 or 3. My point was (and still is) that we are not anywhere close to challenging the strength of the cable. It is the terminations we should be concerned about.
